Important changes to planning law are taking effect as the Planning and Development Act 2024 is being commenced on a phased basis.

Blackrock Village has been transformed by measures which provide safe, liveable space for people, support businesses and offer active mobility options for pedestrians & cyclists.

The village is a great example of how to respond to the increasing number of people walking and cycling. The road space has been re-purposed to create an expanded, attractive and more liveable public realm.

In order to help businesses, the council used the public realm to enable them to put out tables and chairs.

They also introduced a one-way system and brought in a contraflow cycle way. This moved the focus away from primarily a village that catered for cars to one that combined catering for cars with catering for residents, the traders and the community at large.

Now people don’t just pass through but are more likely to stay, so that the village is at the heart of the community and social life.

The Act is being commenced on a phased basis to facilitate a smooth transition from the existing legislation to the new legislation.
